I agree with the second and third part, but I think it should be only one arrow at a time. An auto-hit, even without Raises, is too powerful an effect for a given group to have more than one or two at a time. Especially because you can fire this at extreme range and not worry about the penalties, not to mention that it's a ML 1 spell and any shugenja can get it fresh out of gempukku.
It's "Arrow's Flight," not "Arrows' Flight." ;)
