Breaking Blow Okay, so in one of the other threads breaking blow is mentioned as not being a legal choice for the Thunder Sohei, is that right?

That is wrong. Breaking blow is a perfect choice for thunder sohei.
The critical choice for thunder sohei is where the kiho is "Activated" if you activate it, then need to spend further void for mechanical effects you gain little benefit.. if you activate the kiho to gain the mechanical effect directly, as in breaking blow, then sohei works well.

This is still debatable, but the RAW does support this interpretation more then it refutes it.
The reason why it is still debatable is that we don’t have a clear definition for “activation cost” for kiho.

We don't have a generic activation cost, but breaking blow is explicit in it's cost and refers to it as an activation cost.
I think at the moment it is case by case with activation costs.
Dance of the flames, for example is a different story, a martial kiho where the cost is not noted as an activation cost, so the question is fair, but I fail to see the debate specifically in regards to breaking blow.

Well it says to activate this kiho" but that does not mean it is a "activation cost". The evidence for Break Blow being allowed however is greater then the evidence against it. However, the language is still utterly undefined.
