Do all Monks have Kiho? Lets say a Monk of Osano-Wo establishes himself in a village for a certain period of time and takes upon himself 10 students and trains them in the various ways of the Monk. Do all of them have the capacity of learn Kiho or is it like the Shugenja where only some people have the gift?

If his students become Brotherhood Monks as their Rank 1 school, then they get kiho per the rules for brotherhood monks.
If his students join a shugenja school or a school with the monk tag they can buy kiho.
Otherwise , they do not gain kiho.

I mean from a story perspective which is why I didn't ask in the rules. Shugenja supposedly have the ability to talk to Kami which is why they're shugenja and no amount of training for a bushi will ever let them cast a spell right?
Do the Monks need a special connection with the Kami, or just training?

Anyone can learn kiho as a monk. They just have to attain a somewhat enlightened state represented by taking the monk school. Shugenja are born with the gift however nobody is born with the gift of enlightenment, it must be earned.

Okay, cool. I was thinking of doing some of the Kokojin led peasent rebellions and wanted to make sure a few combat kiho weren't out of line. Or even tatoos.

Rank 1? No way! All the PC's are rank 5. The peasants will have to be higher than that.The idea of Rank 5 peasants, seems fairly odd to me. I doubt that Kokujin has been doing this very long. Two things I would suggest would be to have Kokujjin bring some of his more proficient followers from the Shadowlands, to be lieutenants, and/or to simply create HORDES of Rank 1 Tattood peasants, to try to overwhelm your PC's.

If all monks can learn Kihos, and the Pheonix Asako Henshin school (the riddles and mystery guys, pg 137) are labled as monks, do they get kihos as well as the riddle/mystery mojo?

Can buy? Sure.But only one per School Rank. Read the section on non-monks and Kiho in the monkes section. That rule section applies to schools that have after their school name. Shawn also clarified that it should apply to shugenja schools as well.

Your asking a rules forum a thematics question. The previous answer is there are many monks who do not gain kiho, in previous editions they were somewhat more rare then they are now. In the current edition it seems like, !) Shave head 2) PING get kiho.
Kiho are supposed to be representations of mysteies learned in the search for enlightenment and taught by other monks. In 3Rd Ed they seem to have become the answer to a weaker shugenja powerbase and to Kata, not the way i'd like them to be really.
