No, it's cool. Rules are always fine even if some of the stuff is being debated down to a level that nobody even cares about... :)
I think more situations need to have rules, rather than the current rules needing to be explained better. The current rules are good enough, a decent DM with a good group can discern intent and run a pretty well paced game without a law degree
1. Grappling - you can hold your opponent motionless. What is the TN to hit a grappled opponent? 5+armor? It really should specifically state it.
2. Prone - penalty to your attacks when prone, but nothing listed to attack a downed opponent.
3. Movement - Samurai with Water Ring 3 and fleet footed 6 is at the Cripled level of damage. Normally you get water ring reduced by 3 for movement. Does that leave you with a 60ft movement or are you unable to move with 0 water ring?

These questions would be better asked in the rules discussion forum, but I will answer to the best of my knowledge here.
1. Unclear. 5+Armour+Technique bonuses is what unaware opponents have as a TNtbh.
Stationary targets I believe are the same but I am not 100% on that.
2. There is a +10TN Bonus for ranged attacks against you, and a -10TN penalty for Melee attacks against you while prone. This is detailed in the book of Fire.
3. By the rules, which state +10' per rank of fleet taken, your movement rate is still 60' a round. Down makes it MUCH harder to move, I believe limiting you to spending a void to act. Result? Hit them harder, so they are Down. Your water ring is 0 with regards to calculating movement. This doesn't change the nature of the calculation though.
