Iaijutsu is not a weapon skill because it is not listed in the Weapon Skill category part of the skill list, not because it is or is not used with a weapon most of the time.
It’s that simple.
Whether or not it SHOULD it be a weapon skill is another matter.
I suggested my argument as a possible reason why the devs decided it shouldn't be one. I'm merely saying it's perfectly possible (and even probable) that this has always been their intent.

Weaponsmithing doesn't involve a weapon until the process is finished. Until then, it's just a piece of raw material going through the various stages of the crafting process. Weaponsmithing Rolls can also be used to choose proper tools and raw materials, for instance.
Hunting involves stalking prey and isn't always done with weapons.
Poisons aren't weapons and don't necessarily require a weapon to be administered.

Juijutsu IS a weapon skill.
Iaijutsu is not.
Iaijutsu is a technique to remain ready for combat in all situations. As such, it is more the art of being focused, than actually attacking and defending.
It's really a martial form of meditation. Instead of giving you void back, though, it gives you combat readiness at all times, in all situations.
Can you provide the link to this ruling? RAW states Juijutsu is not a weapon skill. I must have missed the clarification.
