My GM let me play a Kakita Architect using modified Gardener rules (when the SUP Artisan was current).
I see no real reason why you shouldn't allow this. As Muchitsujo indicated, the Ikebana discipline should work quite well with some minor tweaking.

Oh I will allow it, Ikebana will probably be the source behind it. It was just so funny when he asked me this over skype.
-Player : So you are back from China in July
-Me : Yep
-Player : You are planning to run a game of Legend?
-Me : Yep, the setting will be the Four Winds era, but don't count on the actual story, mine should be more logic.
-Player : Any clan restrictions?
-Me : No, everything is ok as long as it's not too weird or tainted. Oh, and NO Tsuruchi unless you play the magistrate school from my own SUP.
-Player : Well I had actually a weird but cool concept
-Me : Ok, just how weird?
-Player : Well, I want to play a Kakita Hairdresser with the Artisan school
-Me : Is this a joke?
-Player : No, I am serious. I was looking at all those cool hair styles the chinese princess used to have and I was thinking how Crane that was.
-Me : Well, fine then, I will tweak the school for it.
Just to make it clear, the player is a very experienced player and I know he will play his character very well without turning it into some gay Crane joke.
I was just totally surprised by his demand. We all have players asking for weird concepts. I have one who actually can never play something even remotly normal but that just kick my bucket off.
