Yes.
I think it is only a "bonus" if the Raise is used to add +5 to the roll. Using the Free Raise on an attack roll to say get +1k0 on damage roll is not a "bonus" on the attack roll.

If one is refering to the Hojatsu's legacy, it says nothing about any "bonus". It says that they do not benefit from Techniques, mastery abilities excetera. So opponents of the HL character do not get their Free Raise from Mastery Abilities when the HL 2 Technique is in effect.

I am also inclined to say that things that add dice (like Kakita Blade's +1k1 to hit) is a bonus.
