Sympathetic Energies might simply change the target of the spell to the new individual. All duration and stat and school based dependant number is still based on the original caster.
This is the sane approach. It also makes sense given the wording, although as it is clear above the wording can be taken either way.
It deserves the magic wand.

Oh, I most certainly agree this is the most sane approach (the one I use in my games), but unfortunately the wording is not precise enough for a particularly literal reading. In support of the saner interpretation, I should note that their is historical precedent for it from pg. 44 of Kyuden Asako.

I wouldn't poke this combo too hard, in the original printing of Power of the oceon it was quite specificaly mentioned as a canon trick the Master of Water pulled to help defend Otosan uchi against the Thrane invaders.
