Basically this point has never been clarified. Both a binary condition and a cumulative count can be supported by the rules as written. My personal tendency is towards a binary condition, as the Technique uses the word 'if' instead of the word 'when.' However, this is just a personal tendency, there is no line or clarification explicitly stating that the bonus may only be applied once per opponent per round.
