Yes, this is indeed one of the least powerful Techniques in the game, rating just barely above the ones that have errors which cause them to do nothing. Feel free to change the specified bonus to an equal number of Free Raises or some other homebrew solution. Another option is to apply the bonus to Initiative which, while still somewhat weak, follows the School's flavor.
